Filipino values have been degenerated for more than a decade or two. Insurgency has never been minimized much more eradicated.  As a matter if fact, the Anti-Terrorism Law was conceived to prevent violence in our country. Morale was lowered and there is really a need to heighten right values.

Indeed, Project HEART-V (Heightened Efforts to Achieve Right and Tangible Values) of DepEd Masbate City Division was timely. It was launched on March 2, 2020 at the lobby of the division office and the centerpiece of the concluded activity included among others the following:
